You may be asked by a foreign institution to submit the above-mentioned official documents and private documents (documents created by individuals, documents created by the company, etc.) with translations.

 

The family register and resident card are official documents, but the translated documents are treated as private documents.

 

A private document will be treated as a public document by being certified by a notary public at the notary public office and further certified by the Legal Affairs Bureau.

 

If you are required to confirm your seal and obtain Apostille from a foreign submitting institution, you will also need to complete the procedures at the Ministry of Foreign Affairs or the Embassy or Consulate of the country you are submitting.

What is Apostille, the official seal confirmation?

This is the certification of the Ministry of Foreign Affairs for official documents issued by Japanese public government offices, local governments, etc.

 

It is necessary to submit Japanese official documents for various procedures in foreign countries such as marriage/divorce/birth, visa acquisition, company establishment, and real estate purchase, etc.  It is required when the submitting organization requests certification of the Ministry of Foreign Affairs or certification issued by the consular officer of the Embassy/(Consular) Consulate of the submitting country in Japan.

 

Official seal confirmation

It is a certificate of the Ministry of Foreign Affairs that is required in advance to obtain certification (consular certification) from a consular officer of a foreign Embassy/(Consular) Consulate in Japan.

The Ministry of Foreign Affairs certifies that official seals are stamped on the official documents.  After receiving the official seal confirmation from the Ministry of Foreign Affairs, you will obtain the consular certification of the foreign Embassy/(Consular) Consulate in Japan.

 

  

Apostille

It is the certification of the Ministry of Foreign Affairs by a treaty that does not require the certification of foreign official documents (non-certification treaty).

 

If the recipient country is a Contracting Party to the Hague Convention, after having the certification of the Ministry of Foreign Affairs, it is not necessary to obtain the consular certification of the Embassy or (Consular) Consulate in Japan.

 

After obtaining Apostille, it can be used in the country to which it is submitted as equivalent to the consular certification of the Embassy or (Consular) Consulate in Japan.

 

▶ Consular certification may be required even if the recipient country is a Party to the Hague Convention.  Please check with the Embassy or (Consular) Consulate of the recipient country in Japan in advance.

 ​

All certificates of official documents submitted to countries that are not members of the Hague Convention will be confirmed and consular certification is required.

How to apply for Official seal confirmation and Apostille

 

To obtain the official seal confirmation and Apostille, you must either apply at the counter at the Ministry of Foreign Affairs of Tokyo or apply for postal mail.

There are three ways to apply and receive:

 

① Apply at the counter and receive it at a later date

(You can receive it from 9:00 a.m. the day after the application date (excluding Saturdays, Sundays, and national holidays).)

 

② Apply at the counter and receive it by postal mail at a later date.

(You can receive it about 2-3 days after the application date (excluding weekends and holidays).)

 

③ Apply by mail and receive it by postal mail at a later date.

(It takes about 10 days to 2 weeks from the application (shipment) to receive.)

 

※ It will take about 2 weeks for mail application.

If you are in a hurry, we recommend that you visit the Ministry of Foreign Affairs in Tokyo to apply at a counter.

There is also a service that our office goes on a business trip instead of busy customers.

(Travel expenses and daily allowances will be charged separately)  

There is no fee for both window applications and postal applications.
